Oneida-Herkimer Landfill On June 4, 2001, the Buffalo District of the Corps of Engineers issued a validated permit to the Oneida-Herkimer Solid Waste Management Authority. The permit authorizes the filling of 46.6 acres of wetland at the site of the Authority's proposed sanitary landfill in the Town of Ava, Oneida County, New York. As mitigation for unavoidable impacts, the Authority will create 32.6 acres of wetland on the project site, provide funding for the restoration or creation of at least 22 acres of wetland within the Black River watershed, and preserve at least 56 acres of ecologically significant habitat in the Rome Sand Plains. TES delineated on-site wetlands, prepared a wetland report that included a detailed impact assessment, and developed the on-site wetland creation proposal. Other TES efforts included an extensive survey of terrestrial and aquatic resources, as well as an assessment of rare, threatened, and endangered plant and animal species. Much of the ecological information gathered by TES was used in support of the wetland permit application. TES worked on this project in close cooperation with the Authority's staff and other consultants. Engineering services were provided by Barton and Loguidice, ARCADIS was the hydrogeology consultant for the project, and legal counsel was provided by Bond, Schoeneck and King, LLP. The application for several state permits is currently under review by the New York State Department of Environmental Conservation.
Continuing Wetland Work for the Rochester Institute of Technology TES continues to assist the Rochester Institute of Technology (RIT) address wetland issues. Restoration work was successfully completed last year on several wetland areas, with RIT students participating in spring wetland plantings. Wetlands were delineated on all RIT property surrounding the campus and the U.S. Army Corps of Engineers affirmed the boundaries. A Corps permit was obtained for renovation of the campus roadway system. Wetland mitigation plans to create 5.3 acres of wetland this year are underway. |
