Answer:

Considering only titles with pagination, John Hersey's Hiroshima (328.1) has the fewest pages with 118 (identified by John Peterson).  My War with the United States (175.2) has the next fewest with 151.  John Krygier suspects The Art of Rodin (41.1) and/or The Art of Aubrey Beardsley (42.1) may have less than these, but he has not seen a paginated copy (and has not yet counted the pages in his Beardsley).
