About the Author Jack D. Foster has a Ph.D. in Sociology from the Ohio State University. Foster’s career has included being a consultant, university professor and administrator, researcher, public policy analyst, author, lecturer and clergyman. Foster was the Secretary of Education and Humanities for the Commonwealth of Kentucky and Governor Wallace Wilkinson’s education policy advisor from 1988 through 1991. During this time he participated in the design of the Kentucky Education Reform Act of 1990. He currently resides in Lexington, Kentucky.
